Our Lakes
Lake Bowen encompasses 1,534 acres and contains approximately 33 miles of shoreline. Along with providing an adequate water supply, Lake Bowen offers many recreational activities like boating and fishing.
The Commissioners of Public Works, Spartanburg Water System, furnishes recreational facilities to the public for their use. Visitors can enjoy Lake Bowen Park, a recreational park provided by Spartanburg Water that offers picnic shelters, waterfront access for fishing, ADA-accessible Anchor Park Playground, two motorized boat ramps (permit required), a non-motorized boat ramp and the Lake Bowen Wardens' Office. Picnic tables located throughout the park, and two picnic shelters are available on a first come, first served basis (at no cost).

Anchor Park is an ADA-accessible playground located within Lake Bowen Park, adjacent to ADA-accessible public restrooms. Please note that parking is limited.

Lake Bowen offers two boat ramps for public use, accessible at Lake Bowen Park. A watercraft permit is required. Permits can be obtained at the Lake Bowen Wardens' Office, also located at the Park. Parking is limited.
A non-powered boat ramp is also located at Lake Bowen.
Spartanburg Water System has established a specific watercraft permitting fee structure for both Lake Bowen and Lake Blalock, as well as guidelines for the specific watercraft allowed on each reservoir.
Please note that no watercraft of any kind is allowed for permitting on Municipal Reservoir #1.
Permits can be purchased for seasonal or daily use, and fees are based on horsepower and residence.

Lake Bowen - Spartanburg Water maintains ownership of our drinking water supply reservoirs, including shoreline buffer property up to the 827’ Mean Sea Contour Line above the water's edge for Lake Bowen. We take this responsibility seriously and follow a strict set of policies and procedures to ensure the long-term health and quality of the reservoirs that supply our community with its drinking water.
Lake Bowen provides an excellent source of high quality drinking water for the people of the Spartanburg area. Protection of this resource is needed to ensure that current and future generations will continue to enjoy drinking water from the reservoir and also have excellent opportunities for outdoor recreation and education. Protection of the reservoir begins with the surrounding watershed and associated land use practices.
Lake Blalock - Spartanburg Water maintains ownership of our drinking water supply reservoirs, including shoreline buffer property up to the 720’ Mean Sea Contour Line above the water's edge for Lake Blalock. We take this responsibility seriously and follow specific policies and procedures to ensure the long-term health and quality of the reservoirs that supply our community with its drinking water.
Much of the landscape around Lake Blalock is rural, but development nearby and adjacent to the reservoir is expected to significantly increase. To prepare for lakefront growth, SWS has developed plans for Lake Blalock to provide bank stability, maintain wildlife habitat, and filter out run-off pollution. Spartanburg Water System (SWS) has developed a watershed approach to managing the environmental assets surroundings its reservoirs. The buffer area up to the 827’ Mean Sea Level (MSL) Contour Line for Lake Bowen and the 720’ Mean Sea Level (MSL) Contour Line for Lake Blalock is owned and maintained by Spartanburg Water System.
In order to better protect and enhance the water quality in the reservoirs, to maintain and minimize disturbance of the important buffer zone owned by SWS around the reservoirs, and to provide safe recreation for all users of both lakes – SWS requires adjoining property owners to go through a permitting process for the addition of any structures, improvements or modification of natural vegetation in this buffer area, unless specifically exempted. This standard permitting procedure is required each time a project or modification to an existing project is requested by the adjoining property owner.
Those structures, improvements and vegetation modifications that are allowed for permitting can be found in the separate policies and procedures documents that provide guidance for adjoining property owners of Lake Bowen and Lake Blalock reservoirs.
Permits issued for the applied-for project or improvement will remain valid as long as the permittee remains the current addressee and does not violate any policies and procedures outlined in either policies and procedures document.

As the final line of natural filtration for settling and sedimentation before the raw water reaches our R.B. Simms Drinking Water Treatment Facility, SWS is committed to maintaining the natural condition of Municipal Reservoir #1 with a natural and vegetative buffer.
Consequently, no surface recreation of any kind is allowed – including swimming and any forms of watercraft. SWS does not allow new private structures or other forms of improvements such as sitting areas. With a valid SWS permit, adjacent property owners may install a single, stationary dock extending from SWS Property below the 780’ Mean Sea Level Contour Line at Municipal Reservoir #1.
