Rates & Fees

Billing & Service Fees

All customer payments made using a credit or debit card, PayPal, PayPal Credit or Amazon Pay will include a $3 convenience fee for each transaction, paid to our third-party payment processing service, Paymentus.

Customer Experience will work with anyone experiencing a valid hardship in paying a bill so that water service is not interrupted. There are also multiple local agencies that provide assistance to individuals and families who qualify. Billing & Collection Procedures

All water accounts are billed monthly (approximately 30 days).

Due Date for Current Charge

Current charges are payable within 25 days of the bill date. (Due dates may fall on weekends or holidays). For unpaid account balances as of the next bill date, a late charge of $1.50 plus 1.5% of the water balance will apply.

Past Due Balance

Unpaid charges as of the next bill date will be shown on the bill as a past due balance. Customers are notified of the last day to pay the past due balance to avoid service disconnection for nonpayment status, 12 days after the next bill date. There will not be a separately mailed Past Due Notice. Spartanburg Water will attempt a final notification by phone, text, and email for customers that provide us with their current contact information.

Service Disconnection for Non-Payment Status

The last date to pay the Past Due balance will be shown on the bill. After this date, a non-payment service charge of $35 will be added to the account and service is subject to disconnection.

Customer Notifications

For customers that provide Spartanburg Water with up-to-date information for phone, text and email messages, Spartanburg Water will attempt a final notification at least two days prior to the Past Due balance due date.

Returned Check Charge - $25

Non-Payment Service Fees

Non-payment fee - $35

Lock meter charge - $20

Meter block/removal fee - $45

Tampering fee - $145*
*Plus cost of damaged equipment

After-hours turn on fee - $30

Unpaid Account Balances

Late charge - $1.50

Additionally, 1.5% of the water balance will apply

2025 Water and Sewer Rates Update

Beginning January 1, 2025, Spartanburg Water will implement new water and sewer rates for both base and volume charges. The Commission of Public Works and the Spartanburg Sanitary Sewer District both voted to adopt small, incremental rate increases for the next three years. With these rate changes we can remain fiscally responsible, while continuing to provide industry leading water and wastewater services to our ever-growing community.

The rates adopted are on a calendar year schedule.

2025 Water Rates (Both Volume and Base Charges)

The rate change equates to an increase of approximately $1.89 for Inside-City Customers and $3.19 for Outside City Customers, with a 5/8" meter and typical monthly use of 5,600 gallons.

2025 Sewer Rates (Both Volume and Base Charges)

The rate change equates to an increase of approximately $2.06 for customers with a 5/8" meter and typical monthly flow of 5,600 gallons.

Spartanburg Sanitary Sewer District Base Charges

Your sewer bill is based on your volume charge and your base charge. The volume charge is based upon water consumption or recorded by water service agencies. Your base charge will increase to cover costs associated with meter reading and maintenance, billing and customer service, and a portion of capital costs, including the rehabilitation of aging wastewater infrastructure.
